Full rundown
In Aion 2 the factions don't share a server. When you start the game you pick your region, then your faction, and only then a server from that faction's list. To keep the faction war alive, NCSOFT pairs servers: one Elyos, one Asmodian.
How pairing works
When you enter the Abyss (the PvP zone) or a Spacetime Rift (a portal into enemy territory), the enemy players you meet come from your paired server. Say Siel (Elyos) and Israphel (Asmodian) are a pair: the only enemies a Siel player meets in the Abyss are Israphel Asmodians, and the other way round.
Pairings aren't permanent. NCSOFT will reshuffle them from time to time to keep the factions balanced.

The last four pairs (from Ishtar–Fafnir on) were added later as servers filled up — the notice was still being edited on the evening of October 5. An older post from the same day spells two names differently (Tahavata, Rudra); they're the same servers.
The Early Access vs launch split matters for transfers from October 14: Early Access characters can only move to another Early Access server.
Other regions
There are also servers in NA East (5 launch pairs + 3 Early Access), NA West (3 + 2), Latin America (4 + 2) and Asia (5 + 3; a separate Oct 5 notice lists 8 pairs from Siel–Israphel to Meslamtaeda–Beritra). Server names repeat across regions — Siel in Europe and Siel in North America are different servers.
NCSOFT says this notice will be updated whenever the list changes — we check it every week.
