Full rundown
Two days after the weekly maintenance, NCSOFT scheduled an extra one: October 8 at 23:30 PDT, which is October 9 at 08:30 CEST, for 1.5 hours, so servers should be back around 10:00 CEST. All services are offline. NCSOFT asks players to log out in a safe place beforehand.
Server stabilization
That's the first item on the list, with no details. It comes a day after the cloud outage that took down 21 European servers (compensation), but NCSOFT doesn't say whether the two are connected.
Quest wings: +500 Flight Power
Flight Power is how long you can stay in the air. The four wings you get from quests get more of it:

NCSOFT puts it at +2,000 in total. Flight Power from every pair of wings you own adds up, even the ones you're not wearing (point 18 in things the game doesn't tell you), so you get the full bonus once you have all four.
Compensation for Europe
On October 8 NCSOFT promised the outage compensation "during the next maintenance", which is this one. Players on the 21 affected servers get a chest by mail, and +1 day of membership or pet auto loot if they have it active. Full list: EU outage compensation.
